Record of Proceedings

Millersport Village Council met in a special session on Wednesday April 20, 2011 at 7:00 PM in the Municipal Building. In attendance was President Pro Tem David Levacy, Council members Gary Matheny, Charles Mesko, James Wright, and Shane Wise. Also present were Richard Keller, Street Commissioner Gilbert Arnold, Trevor Buttercup, Charles Prince, Police Chief John Shirk, Fire Chief William Yates, Kent Miller, Jeffrey Metzger, Bob Weldon and Assistant Fiscal Officer Vincent B. Popo.

 

Pledge of Allegiance to the Flag was said and roll call was taken.

 

The following items were discussed at the special meeting: Purchase of Keller property, Employee health insurance, swimming pool, crosswalk issues and Ordinance 735 changing the name of Millersport Road to Lancaster Street.

 

Council began with a review of the employee health insurance proposal by Kent Miller for Ohio Housing Authority.  The insurance program is a three-year commitment and can be opted out of with a six-month notice and a $2,000.00 fee.  The village must send someone to attend two mandatory meetings per year representing the village.  If the village terminates its contract, the village cannot re-enter the pool for two years.  After much discussion, council agreed to enter the pool.

 

Richard Keller addressed council with a proposal to sale five (5) acres of his property to the village.  He owns thirty-four (34) acres that is contiguous to the village’s well fields.  Mr. Keller is asking fifteen thousand dollars ($15,000.00) per acre and will finance the loan at four percent (3.5%) annually.  Council asked Mr. Keller to draft a proposal for all thirty-four (34) acres.  He is to get back to council with his proposal.

 

Police

Chief John Shirk began his report by addressing the crosswalk issue in town.  The main problem with the crosswalks is that the signs are not visible to motorists.  The twenty (20) feet no parking areas on both sides of the crosswalk are not well defined and would need to be enforced.  One solution is to eliminate one crosswalk and mark the twenty (20) feet zone and enforce it while lowering the crosswalk sign so visibility would not be an issue. The second issue is the traffic light in town.  Council requested mayor Severance to ask ODOT to perform a traffic study so the traffic light can be replaced with a four way stop signs.  The theory is that traffic would flow quicker and the village would save money by not replacing the traffic light with a LED one. 

 

Street Department

Gilbert Arnold reported that the sweeper needs brushes. A new set cost $3,000.00 and to repair the fifteen-year-old brushes would cost $1,100.00.  Council approved the purchase of anew brushes.

 

Pool

There have been two applicants for the pool manager position and it appears the village is closer to opening.  Thomas Boso has drained the pool and it is ready to be filled with water.  It is unsure whether all the rain will cause the pool to be pumped out again.

 

Ordinance 735 is an ordinance authorizing the Village of Millersport to change the name of Millersport road to Lancaster Street. A motion to waive the three readings was made by Councilwoman Donna Thogmartin and seconded by Councilman Shane Wise. All voted yes and the motion carried 6-0.  A motion to pass the ordinance was made by Councilman Charles Mesko and seconded by Councilman James Wright. All voted and the motion carried 6-0.

 

A motion to go into Executive Session to discus personnel issues was made by Councilman Charles Mesko and seconded by Councilwoman Donna Thogmartin.  All voted yes and the motion carried 5-0.

 

A motion to go out of executive session was made by Councilman __________ and seconded by Councilwoman _____________.  All voted yes and the motion carried 5-0.

 

A motion to adjourn was made by Council__________ and seconded by Councilman _________.  All voted yes and the motion carried 5-0.
