Record of Proceedings
Millersport Village Council met in regular session on Tuesday December 11, 2007 at 7:00 PM in the Municipal Building. In attendance were Mayor Dean Severance, Kenneth Brotherton, David Levacy, Charles Mesko, James Wright, Paul Detty and Fiscal Officer Vincent Popo. Also present were Sandra Lines, Charles Prince, Michael Bergum, Karen Bergum, Zaryl Stamford, Fire Chief William Yates, Carol King, Roger Manfold, Lt. Timothy Voris, Sheriff David Phalen and Captain Robert Robertson. Gary Matheny was absent.
Pledge of Allegiance to the Flag was said and roll call was taken.
Minutes of November 13, 2007 were read. A motion to accept the minutes was made by Councilman James Wright and seconded by Councilman Paul Detty. All voted yes and the motion carried 5-0.
Sheriff David Phalen was the guest and announced that the first group of 35 volunteers graduated as a mobile community watch group. It was agreed that this group would have a positive impact on the county.
Lt. Timothy Voris thanked the fire chief for allowing the sheriff office to use the fire house at Fairfield Beach as a substation. Lt. Voris is willing to work with the Village to use the office as a substation.
Committee Reports
Councilman James Wright announced that there is still one boat in the canal. He is going to give the owner until December 18, 2007 to remove the boat and then he will have the boat impounded. Councilman James Wright also reported that there have been no more donations for the laser gun and he is still working to receive monies. Council agreed that boat dock fees need to be paid half by March 1, 2008 and the other half by April 1, 2008. The fee will remain at $250.00 for the year.
Old Business
The mayor announced that Walnut Township submitted a fire contract draft to the village. There was concern that there needs to be a multiple year contract between the village and township and that the percentage and wording is vague and it is not an acceptable contract. The money produced by the Millersport Fire Department fire run area is approximately 70% of the money collected by the township. It was decided that Councilman Dave Levacy, Mayor Dean Severance and Fire Chief William Yates meet with the Walnut Township and the legal counsels for both entities. Chief Yates was directed by council if there is no contract by January 1, 2008 the fire department will be back to 100% volunteer basis.
Vincent Popo represented the Village Council and the Board of Public Affairs at Camp Sherman in Chillicothe so the village of Millersport complies with SB 9 concerning the Sunshine Law and the Public Information Act.
New Business
Zaryl Stamford of GGC Engineers reported that Crace Construction is not on schedule and council was given a list of items that were completed since last month and what will be completed next month. The penalty is $100 per day. Completion of the water plant is scheduled for January 30, 2008. Law Construction started on the Phase I water line on Lecrone and Wolfe Blvd. There has been concern that Law’s equipment is too heavy for the asphalt on Wolfe Blvd. and Law Construction will be responsible for any repairs. Applications were submitted for Phase II and Phase III OWC and OPWDA monies from the state for the sewer study.
Leaf pick up is finished for the year and the street department has already shoveled snow twice this month so far.
