Record of Proceedings

Millersport Village Council met in regular session on Tuesday December 21, 2010 at 7:00 PM in the Municipal Building. In attendance were President Pro Tem David Levacy, Donna Thogmartin, Charles Mesko, Gary Matheny, James Wright, Shane Wise and Fiscal Officer Susan Ramsey. Also present were Police Chief John Shirk, Karen Bergum, Daniel Blanchard, Robert Slater II, Fire Chief William Yates and Street Commissioner Gilbert Arnold. Assistant Fiscal Officer Vincent Popo was absent.

 

Pledge of Allegiance to the Flag was said and roll call was taken.

 

Minutes of Tuesday November 9, 2010 were read.  After the minutes were corrected to reflect Councilman James Wright instead of Councilman Charles Wright a motion to accept the minutes was made by Councilman Gary Matheny and seconded by Councilman Charles Mesko. All voted yes and the motion carried 6-0.

 

Police Chief John Shirk passed out monthly reports for the past month and the police presence in the village is increasing. The chief reported that repairs to the roof are over $11,000.00 and a gable roof should be built in order to prevent future damage.  Eversole Builders estimated that their cost would be $10,600.00 to complete the project.  The roof can be completed soon after Christmas.  Police officers were responding to a call at Fairfield Beach when a deer on state route 204 struck the cruiser.  The cruiser is totaled and with a $250.00 deductible, the village will receive a payment of $5,450.00 to be used toward the purchase of anew vehicle. A motion to repair the roof with a gabled roof (increased the cost by $3,600.00) was made by Councilman David Levacy and seconded by Councilman Charles Mesko.  Everyone voted and the motion carried 6-0.

 

Committee Reports

The finance committee will meet on Tuesday January 4, 2010 at 7:00 pm. Douglas Carpenter, Dina Reasoner and John Wood are invited to attend the meeting to discuss water rate increases for 2011.

 

Old Business

There was no new information to report on the annexation of the Village Twist for Charles Gang.

 

There was no new information to report on the pool.

 

There were no reports from the Fire Department.

 

Councilman Shane Wise reported that in the last nine (9) years there have been no formal complaints against the Millersport Fire Department. He also noted that new fire hydrants have been located along the water line to Buckeye Lake at the request of Fire Chief William Yates.

The fire association has also built the fire station at Fairfield Beach to improve service to its residents. All of these have been done without mandates from anyone; it was done because they were the right things to do. The new contract’s length will be from 2011 through 2014. The contract addresses electronic reporting, equipment necessities, funding, payments and disagreements to be discussed. The departments will also introduce EMS soft billing for the first time.  After the presentation by Councilman Shane Wise concerning the fire contract between the Village of Millersport and Walnut Township a motion to approve the contract was made by Councilman Charles Mesko and seconded by Councilman Gary Matheny.  All voted and the motion carried 6-0.  Councilman Charles Mesko commended Fire Chief William Yates on his manner and demeanor in dealing with the issues involved with the fire negotiations.

 

New Business

 

Resolution 1124 is a resolution authorizing the Village of Millersport to join the Walnut Creek Watershed. This is the second reading.

 

Resolution 1127 is a resolution approving supplemental appropriations for 2010. A motion to suspend the three reading was made by Councilman David Levacy and seconded by Councilman Charles Mesko.  All voted and the motion carried 6-0.  A motion to pass the resolution was made by Councilwoman Donna Thogmartin and seconded by Councilman Charles Mesko.   All voted and the motion carried 6-0.

Ordinance 731 is an ordinance approving additional appropriations for 2010. A motion to suspend the three reading was made by Councilman Charles Mesko and seconded by Councilman Shane Wise.  All voted and the motion carried 6-0. A motion to pass the ordinance was made by Councilman Charles Mesko and seconded by Councilman Shane Wise.   All voted and the motion carried 6-0

 

By November 2011, Fairfield County will implement a FEMA mitigation plan; the county met with the village on November 18, 2010 to develop a preliminary FEMA mitigation plan.

 

Bills were presented for payment as attached. A motion to pay the bills was made by Councilman Shane Wise and seconded by Councilman Gary Matheny. All voted yes and the motion carried 6-0.

 

A motion to adjourn was made by Councilman Charles Mesko and seconded by Councilman Gary Matheny. All voted yes and the motion carried 6-0.
