Record of Proceedings
Millersport Village Council met in regular session on Tuesday January 8, 2008 at 7:00 PM in the Municipal Building. In attendance were Mayor Dean Severance, President Pro Tem David Levacy, Kenneth Brotherton, Paul Detty, Gary Matheny, Charles Mesko, James Wright and Fiscal Officer Vincent Popo. Also present were Douglas Carpenter, Christopher Tennant, Carol Tennant, David Sherrer, Peggy Wells, Michael Carder, Charles Prince, Harold Crabtree, Interim Police Chief Randall Lewis, Karen Bergum, Fire Chief William Yates, Carol King, and Fire Captain Robert Robertson.
Pledge of Allegiance to the Flag was said and roll call was taken.
Minutes of Tuesday January 8, 2009 were read. A motion to accept the minutes was made by Councilman Kenneth Brotherton and seconded by Councilman Paul Detty. All voted yes and the motion carried 5-0.
Mayor Dean Severance praised the members of the Board of Public Affairs for the work they have done with the water issues. The mayor also praised the members of the Millersport Fire Department for their service to the people of Walnut Township. The mayor was pleased to introduce the interim Police Chief, Randall Lewis. The Police Chief position will be advertised and applications will be taken to fill the full time position.
Committee Reports
Councilman James Wright reported that the boat dock applications will be sent out this week and the cost will be the same as last year, $250.00 for the season. Half of the dock fees are due March 11, 2008 and the second half of the fees are due April 8, 2008. After April 8, 2008 the dock spaces will be open to residents outside of the village. There are three options be discussed for the construction of the boat docks and more information will be given at the March council meeting.
Paul Detty reported that Harold Crabtree was being recommended by the Safety Committee as an auxiliary police officer. Harold has 26 years of experience as a Columbus Police Officer, worked for the attorney general’s office and security at the Columbus Airport. A motion to hire Harold Crabtree as an auxiliary police officer was made by Councilman Paul Detty and seconded by Councilman Kenneth Brotherton. All voted yes and the motion carried 5-0. The mayor swore Harold Crabtree in as an auxiliary Police Officer.
The mayor announced that the county was hosting a luncheon on the state of the county. The cost is $15.00 and will be held at the county offices located at Liberty Drive.
Old Business
Michael Carder of GGC Engineers reported that Crace Construction will have the completion of the water plant is for February 15, 2008. That date includes testing and training. Of the Issue II applications made, two were successful, one for the flow equalization basin totaling $320,000 at zero percent thirty year loan. The second application was an $185,000 grant toward the wastewater project. GGC will be notified in June 2008.
President of the Board of Public Affairs Douglas Carpenter presented council with a draft agreement with the Village of Buckeye Lake for the purchase of bulk water. The attorneys for Buckeye Lake and Millersport are working on the legalities and the outlook is positive. The agreement is for 600,000 gallons per day at a rate of $3.15 per thousand gallons. A system capacity fee of $306,000 is to be paid to Millersport; after the agreement there will be 18 months to construct the line to Buckeye Lake’s corporation limits. The new water plant is finally being switched over automatically and everything will be tied into a central computer. All the hydraulics will be tested and a regional water system is in the future. The proposed contract is for a period of twenty years. A motion to encourage the Board of Public Affairs to continue and pursue a water contract between the Village of Buckeye Lake and The Village of Millersport was made by Councilman Kenneth Brotherton and seconded by Councilman Charles Mesko. All voted yes and the motion carried 5-0.
