Record of proceedings

Millersport Village Council met in regular session on Tuesday Febuary 23, 2010 at 7:00 PM in the Municipal Building. In attendance were President Pro Tem David Levacy, Gary Matheny, Charles Mesko, Donna Thogmartin, Shane Wise and Fiscal Officer Susan Ramsey. Also present were Stephanie White, Kristin Johnson, Charles Prince, Fire Chief William Yates, Street Commissioner Gilbert Arnold, Matthew Bergum and Michelle Bergum. Councilperson James Wright and Assistant Fiscal Officer Vincent B. Popo were absent.

 

Pledge of Allegiance to the Flag was said and roll call was taken.

 

Donna Thogmartin was sworn in as Councilwoman for the Village of Millersport.

 

Minutes of Tuesday January 12, 2010 were read.   A correction to the minutes of January 12, 2010 was made to reflect the vote on President Pro tem from 4-0 to 3-0.  A motion to accept the amended minutes was made by Councilman Shane Wise and seconded by Councilman Charles Mesko. All voted yes and the motion carried 5-0.

 

 

Committee Reports

Councilman David Levacy reported that the boat and car show scheduled for June 19, 2010 is still in the works.  He also reported that there is now news to report from Stacey Boumis with zoning.

 

Old Business

Mayor Dean Severance reported that there is no progress to report on the Lancaster Street annexation proceedings and the name change from Blacklick Eastern Road to Refugee Street.

 

Dean E. Severance reported that the contract with Big O would expire March 31, 2010.  Thee have been five companies that have expressed interest in the village contract.  They are Big O, Waste Management, Rumpke, Falcon and Republic.

 

AT&T requested an address for their building that is to be erected and the county is working on providing that information to the village and AT&T.

 

Kristin Johnson and Stephanie White from Autumn on the Lake spoke about their facility in Thornville.  There is no assisted living and they have fifty beds for nursing, therapy and occupational services.  They were investigating the needs and concerns that the Millersport area may have and to make the area aware of services. They have residents that were recommended by Whetstone Medical Clinic.  The average cost is $165.00 per day plus medication.  Medicare, Medicaid and some private insurance are accepted. 

 

Fire Chief William Yates reported that he went to the 6:00 pm work meeting at the township early tonight.  Chief Yates addressed the three issues that Township Trustee Sonny Dupler had with the ValTech, Ross Industries and Time Warner bills.  It was explained that multiple departments are paid on one check for the same vendor.  The Time Warner bill is for both stations.  March 4, 2010 is the public forum between all of the villages and the township.  Billy Phillips will be the moderator and it is a fact-finding meeting. 

 

Street Commissioner Gilbert Arnold reported that GGC Engineers will have a planning meeting on March 15, 2010 to discuss the bid dates and construction times.  Councilman Gary Matheny thanked Gilbert for his work in plowing the streets and also that Walnut Township did a good plowing in February.

 

Councilman Shane Wise requested that the village start on the pool and the Service Committee meet on Wednesday March 10, 2010.  The sponsors need their signs posted and the village needs to be ready when Jeff Watson hosts the summer kickoff in May.  The goal is to be opened by May 15, 2010.  Councilman David Levacy reported that Christopher Tennant would like to be a part of pool program.  Mayor Dean Severance requested that Pool Manager Danny Hall be included with the Safety Committee.

 

Councilman David Levacy reported that the Board of Public Affairs signed off a certification of completion stating the project is 90% finished.

Mayor Dean Severance and Councilman Charles Mesko addressed the issue brought up Gina McFann and Gina Soltis.  Council discussed the advantages and disadvantages of signing the right of first refusal.  Council is not interested in selling any property.

 

Resolution 1096 is a resolution declaring surplus items for auction. A motion to suspend the three reading was made by Councilman Charles Mesko and seconded by Councilman Shane Wise.  All voted yes and the motion carried 5-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman Shane Wise.   All voted yes and the motion carried 5-0.

 

Resolution 1097 is a resolution appropriating $169,890.00 for the Issue II Lancaster Street Project. A motion to suspend the three reading was made by Councilman Gary Matheny and seconded by Councilman Charles Mesko.  All voted yes and the motion carried 5-0. A motion to pass the resolution was made by Councilwoman Donna Thogmartin and seconded by Councilman Shane Wise.   All voted yes and the motion carried 5-0

 

Resolution 1098 is a resolution authorizing the approval to transfer CDBG money into the General Fund. A motion to suspend the three reading was made by Councilwoman Donna Thogmartin and seconded by Councilman Gary Matheny.  All voted yes and the motion carried 5-0. A motion to pass the resolution was made by Councilman Gary Matheny and seconded by Councilman Charles Mesko.   All voted yes and the motion carried 5-0

 

Ordinance 719 is an ordinance authorizing adjustments to the water and sewer rates. This is the second reading.

 

FEMA has updated their flood insurance maps and the Village of Millersport and Lieb’s Island is now exempted from the flood plains.

 

Bills were presented for payment as attached. A motion to pay the bills was made by Councilwoman Donna Thogmartin and seconded by Councilman Charles Mesko. All voted yes and the motion carried 5-0.

 

A motion to go into Executive Session at 8:30 pm for fire personnel was made by Councilman Gary Matheny and seconded by Councilwoman Donna Thogmartin.  All voted yes and the motion carried 5-0.

 

A motion to reconvene was made by Councilman Charles Mesko and seconded by Councilman Gary Matheny.  All voted yes and the motion carried 5-0.

 

A motion to adjourn was made by Councilman Gary Matheny and seconded by Councilman Shane Wise.  All voted yes and the motion carried 5-0.
