Record of Proceedings

Millersport Village Council met in special session on Tuesday January 20, 2009 at 7:00PM in the Municipal Building.  In attendance were Mayor Dean Severance, President Pro Tem David Levacy, Kenneth Brotherton, Gary Matheny, Charles Mesko, James Wright, and Fiscal Officer Susan Ramsey.  Also present were Shane Wise, Roger Manifold, Charles Prince, and Danny Hall.

Pledge of Allegiance to the Flag was said and roll call was taken.

Minutes of Tuesday, January 13, 2009 were read.  A motion to accept the minutes was made by Council member David Levacy, and seconded by Council member Charles Mesko.  All voted yes and the motion carried 5-0. 

Mayor Dean Severance announced Paul Detty’s resignation as Council member.  Mayor Severance asked for a motion to accept Paul Detty’s resignation.   

Council member David Levacy made a motion to accept Council member Paul Detty’s resignation, and the motion was seconded by Council member Charles Mesko.  All voted yes and the motion carried 5-0.

 

New Business

Council member Charles Mesko nominated Shane Wise as candidate to fill the vacancy, and Council member David Levacy asked Mr. Wise to introduce himself to Council.  He works for Ashland Chemical in Dublin as a Global Planning Manager in the supply chain. 

Resolution 1063—Council member Charles Mesko made a motion to suspend the rules and appoint Shane Wise as Council member, and the motion was seconded by Council member Kenneth Brotherton.  All voted yes and the motion carried 5-0.

Mayor Severance welcomed Shane Wise and swore him in as new Council member. 

A motion was made by Council member Charles Mesko to reorganize for 2009 with the standing committees and chairman as stated by Mayor and listed as follows below, and the motion was seconded by Council member Kenneth Brotherton.  All voted yes and the motion carried 6-0.  

RULES Committee:      Chairman Kenneth Brotherton, James Wright and Charles Mesko

SERVICE Committee:  Chairman James Wright, Gary Matheny and Kenneth Brotherton

SAFETY Committee:   Chairman David Levacy, Gary Matheny and Shane Wise

FINANCE Committee: Chairman Charles Mesko, David Levacy and Shane Wise 

Mayor Dean Severance asked for a nomination for Pres-Pro Tem.  Council member Charles Mesko nominated Council member David Levacy as Pres-Pro Tem, and the nomination was seconded by Council member James Wright.  Council member David Levacy accepted and abstained from voting.  Nomination carried 5-0.

Ordinance 711—Annual Appropriations in the amount of $3,201,455.34:  Council member Charles Mesko made a motion to suspend the three reading rule and the motion was seconded by Council member James Wright.  All voted yes and the motion carried 6-0.

Resolution 1064—Renewal Contract with GGC Engineers-$300 fee waived:  Council member David Levacy made a motion to suspend the three reading rule, and seconded by Council member Charles Mesko.  All voted yes and the motion carried 6-0.

Resolution 1065— Establishing Dock Fees: Council member Charles Mesko made a motion to suspend the three reading rule and the motion was seconded by Council member James Wright.  All votes yes and the motion carried 6-0.

Resolution 1065— Establishing Dock Fees: Council member James Wright made a motion to pass, and the motion was seconded by Council member Kenneth Brotherton.  All voted yes and the motion carried 6-0.

Mayor Severance discussed the fact that overall our insurance rates with Wichert Insurance were going down a little even though we have added to our coverage.  Also, they have done a very nice job for us and the coverage is better than the next bidder.  Mayor Severance said that they did waive the Terrorism coverage as done in the past.   Mayor Severance asked for a motion to accept the insurance renewal with Wichert.  Council member Gary Matheny made a motion to accept the renewal, and the motion was seconded by Council member Charles Mesko.  All voted yes and the motion carried 6-0. 

Councilman Gary Matheny made a motion to adjourn, and motion was seconded by Councilman James Wright.
