Record of Proceedings
Millersport Village Council met in regular session on Tuesday January 8, 2008 at 7:00 PM in the Municipal Building. In attendance were Mayor Dean Severance, President Pro Tem David Levacy, Kenneth Brotherton, Paul Detty, Charles Mesko, James Wright and Fiscal Officer Vincent Popo. Also present were Sandra Lines, Karen Bergum, Zaryl Stamford, Fire Chief William Yates, Carol King, Jennifer Emrick, Christine Moore, Dale Dixon and Captain Robert Robertson. Gary Matheny was absent.
Pledge of Allegiance to the Flag was said and roll call was taken.
Minutes of December 11, 2007 were read. A motion to accept the minutes was made by Councilman David Levacy and seconded by Councilman Charles Mesko. All voted yes and the motion carried 5-0.
Christine Moore from Bearcom gave a presentation to council concerning cameras and surveillance at intersections in the Village. The idea is to deter crime and vandalism that is occurring in Millersport. The Safety Committee is to determine the needs and wants of the Village.
Dale Dixon of Wichert Insurance presented council with information concerning the renewal policy and the costs of insuring the village for 2008. The amount went up from last year because of the addition of the new water plant.
Committee Reports
Councilman James Wright announced that the boat was taken from the canal and there are no more boats in the water. Councilman Paul Detty developed a mission statement for the Police Department and desired council to adopt it.
Councilman James Wright reported that there was one more donation from Buckeye Lake Eagles in the amount of $100 for the laser gun and he is still working to receive monies. Councilman James Wright suggested that the village send letters of thank you to all of the people and organizations that donated money. Council discussed ways of showing its appreciation to Jeff Watson for all of his time and donations to the Village of Millersport.
The Ohio Department of Transportation contacted Mayor Dean Severance and confirmed that the traffic study justifies the lowering of the speed limit in the village to 25mph.
Old Business
The mayor announced that Walnut Township submitted a signed fire contract to the village. Councilman Paul Detty thanked the fire department for their work and especially Chief William Yates. Councilman Dave Levacy and Fire Chief William Yates meet with Walnut Township and the legal counsels for both entities. A one year contract was determined to be the best for the time. A motion to pass the contract was made by Councilman David Levacy and seconded by Councilman Charles Mesko. All voted yes and the motion carried 5-0. The funding is 60% and includes a $6,000.00 fee for an ombudsman (Billy Phillips) and all legal fees removed from the Fire budget. It was agreed that all legal fees would come from the General Fund. The Fire Chief is currently working on a personnel manual for the Fire Department and council was agreeable to developing the manual.
New Business
Zaryl Stamford of GGC Engineers reported that Crace Construction is not on schedule and council was given a list of items that were completed since last month and what will be completed next month. The $100 per day penalty started in the middle of November. Completion of the water plant is scheduled for February 15, 2008. That date includes testing and training. Law Construction started on the Phase I water line on Lecrone and Wolfe Blvd. They are currently working on the North Road and have completed approximately 2000 feet of the project. Applications were submitted for Phase II and Phase III OWC and OPWDA monies
