Record of proceedings
Millersport Village Council met in regular session on Tuesday January 9, 2007 at 7:00 PM in the Municipal Building. In attendance were Mayor Dean Severance, Sandra Lines, President Pro Tem, Kenneth Brotherton, David Levacy, Charles Mesko, and Fiscal Officer Madeline Utley. Also present were Dale Dixon, Kylie Lines, Charles Prince, John Benson, Vincent Popo, Matthew Bergum, William Yates and Carol King. Councilman Gary Matheny and Councilman James Wright were absent.
Pledge of Allegiance to the Flag was said and roll call was taken.
Mayor Dean Severance requested that everyone keep the family of Jeff and Belinda Runkle in their prayers because of the passing away of their daughter Elizabeth Runkle.
Committees for 2007 were assigned as follows: members of the Rules Committee-Chairman is Councilman Kenneth Brotherton with Councilman James Wright and Councilman Charles Mesko; members of the Service Committee-Chairman is Councilman James Wright with Councilman Gary Matheny and Councilman Kenneth Brotherton; members of the Safety Committee-Chairman is Councilman Gary Matheny with members Councilwoman Sandra Lines and Councilman David Levacy; members of the Finance Committee-Chairman is David Levacy with members Councilwoman Sandra Lines and Councilman Charles Mesko.
The position of President Pro tem was tabled until next month when all of council can be present.
Minutes of December 12, 2006 were read. A motion to accept the minutes made by Councilman Charles Mesko and seconded by Councilman Kenneth Brotherton. All voted yes and the motion carried.
The next meeting of the Buckeye Lake Area Regional Planning Commission is tentatively set for Monday January 15, 2007 at the Walnut Township Building beginning at 7:00 pm. There was discussion concerning new regulations on septic systems that will have an impact on developer fees and housing costs. The Environmental Protection Agency seems to be pushing for the new septic systems and the estimated costs will be quadruple the current costs.
Committee Reports
Discussion involved the township and their desire for a township fire department. A joint resolution of council and the mayor opposing a township fire department was discussed. The feeling is that Thurston is having a problem with volunteers. Some people feel that the fire station should be geographically located in the middle of the township. For years Thurston has not had an EMT services; money is being spent at Thurston and not getting a return for the money. The next meeting for the Fire Committee is Thursday January 18, 2007 beginning at 7:00 pm. Councilman David Levacy and Councilman Charles Mesko will represent the village of Millersport on the Fire Committee.
Dale Dixon from Wichert Insurance presented coverage for the village for the 2007 year. The premium for the year will amount to $25, 360.00 which is a four percent increase from last year. The details can be seen in the Insurance and Risk Management Proposal delivered by Dale Dixon. A motion to accept the insurance policy and reject the terrorist coverage was made by Councilman Charles Mesko and seconded by Councilman Kenneth Brotherton. All voted yes and the motion carried 4-0.
Old Business
Mayor Dean Severance spoke with Michael Carder and that the preconstruction December 19, 2006 went smoothly and the project is underway. GGC is still attempting to begin the sewer study.
Mayor Dean Severance wants the Safety Committee to choose a date and set parameters for the police money and police officers. The mayor will call Councilman Gary Matheny and residentPaul Detty to determine a date.
The Volunteers Fire Fighters’ Dependent Fund 2007 Certificate of Annual Election of Board Members is due by January 31, 2007. The board is made up of two members from Village Council, two members from the Millersport Fire Department and one board member elected by the other four board members.
At the Joint Township and Millersport meeting, it was felt that the township is waiting for an addendum or a new contract from the village. The village agreed to a joint resolution from the village opposing a township fire department. The current fire contract with Walnut Township is 65% of three mills; Walnut Township just passed an additional 3 mills so which way should the budget be created; either 65% of three mills or 65% of six mills. After February 1, 2007, 24 hour coverage at the Fire department will revert back to ten hour days because of uncertainty in fire monies that will be collected. The fire district is similar to the school district and that 73.5% of the money collected by Walnut Township is coming from the same geographical area. It was determined that The Fire Chief, William Yates be directed by Millersport Village Council to create a Fire budget based on 73.5% of all fire monies collected.
Bills were presented for payment as attached. A motion to pay the bills was made by Councilman Charles Mesko and seconded by Councilman Kenneth Brotherton. All voted yes and the motion carried 4-0.
