Record of Proceedings

Millersport Village Council met in regular session on Tuesday July 13, 2010 at 7:00 PM in the Municipal Building. In attendance were President Pro Tem David Levacy, Charles Mesko, Gary Matheny, James Wright, Shane Wise, and Fiscal Officer Susan Ramsey. Also present were Karen Bergum, Matthew Bergum, Michael Bergum, Charles Prince, Police Chief John Shirk, Fire Chief William Yates, Police Officer Carl Roberts, Police Officer Mark Consolo and Julie Shirk.  Assistant Fiscal Officer Vincent Popo and Councilwoman Donna Thogmartin were absent.

 

Pledge of Allegiance to the Flag was said and roll call was taken.

 

Minutes of Tuesday June 8, 2010 were read.  A motion to accept the minutes was made by Councilman Charles Mesko and seconded by Councilman James Wright. All voted yes and the motion carried 5-0.  Minutes of the Special Meeting on Thursday July 8, 2010 were read.  The minutes were corrected to state the Police Levy is 2 mills and the Street Levy is 5 mills and then a motion to accept the minutes was made by Councilman Charles Mesko and seconded by Councilman James Wright. All voted yes and the motion carried 5-0.

 

Committee Reports

Councilman David Levacy gave a report on the antique boat and car show that occurred on June 19, 2010.  It was a combined effort between the Lions Club and the Buckeye lake Chapter of the Antique And Classic Boat Society.  The first event was considered a success.  Mayor Dean Severance also thanked the Police and Fire Department for their efforts in the project.

 

There is no new information to report on zoning.

 

There was no new information to report on the annexation of Millersport Road.

 

The village has not received any money from AT&T for the cell tower that on top of the water tower.

 

Councilman Shane Wise and Charles Mesko led a discussion involving the position of police chief.  It was clarified that Randy Lewis does have a leave of absence but there is no guarantee that he will return to the position of chief when he returns from Afghanistan but Randy Lewis will have a position on the police force if he desires.  John Shirk has been given the position of Police Chief and once the probationary period is over, he will be the permanent chief.

 

The Safety Committee will meet at 6:30 pm on Tuesday August 10, 2010 before the next council meeting. The Finance Committee will meet on Wednesday July 21, 2010 at 7:00pm.

 

Old Business

Chief William Yates reported that the township is receiving pages of documents from the Village of Millersport concerning fire department issues.  The village is to receive its second payment on July 25, 2010.  The five-year forecast has also been delivered to the township trustees.  As of now, the department will be cutting into the carryover for payroll.  The equipment will be paid off but the department will be in financial difficulties in terms of equipment replacement.  Councilman Charles Mesko will be the village representative to the community advisory meeting to be held on Monday July 19, 2010 (this will be a closed meeting).  A second meeting between Billy Phillips and the fire departments will be held on Monday August 2, 2010.

 

Police Chief John Shirk passed out monthly reports for the past month and the police presence in the village is increasing.  Residents are using the vacation watch program instituted by the department.  The department has logged one hundred (100) hours on the bicycle patrols in the village and the officers will wear yellow shirts that will be visible to residents.  A new public information resource guide was paid for by the village businesses and the resource program has important phone numbers and services listed in the book from the village, townships and counties.  The department had two officers on duty 24 hours during the boat show and had six officers on duty on July 2, 2010 for the BLASST firework display.  Chief Shirk also discussed the safety issues with people performing fundraisers for donations in the street.  Safety vests and cones were discussed as well as guidelines for minors in the street.  The chief would also like an amendment to Codified Ordinances to allow the village to keep the money from parking ticket violations.  Mark Consolo was promoted to sergeant and will be responsible for all training with a training curriculum.  Officer Robert Blackburn resigned as an auxiliary officer.

 

The pool is operating and on the way to making money this year.  If the weather cooperates for the month of July the pool will be in the black. Council was given a comparison of revenues between 2009 and 2010.

 

The in house work done by the Street Department has been going well and the project is ready to complete.

New Business

A motion to pass the 2011 Budget for the Village of Millersport was made by Councilman Charles Mesko and seconded by Councilman David Levacy.  After much discussion concerning revenues and expenditures all voted yes and the motion carried 5-0

 

Resolution 1113 is resolution transferring money from the Street Levy Fund into the Lancaster Street Issue II project Fund and to retroactively use the Capital Projects Fund (4902) to repair Lancaster Street. A motion to suspend the three reading was made by Councilman Gary Matheny and seconded by Councilman Charles Mesko.  All voted yes and the motion carried 5-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman Shane Wise.   All voted yes and the motion carried 5-0.

 

Resolution 1114 is a resolution authorizing the Fiscal Officer to make changes in the appropriations. A motion to suspend the three reading was made by Councilman Shane Wise and seconded by Councilman David Levacy.  All voted yes and the motion carried 5-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman Gary Matheny.   All voted yes and the motion carried 5-0.

 

Resolution 1115 is a resolution closing Canal Drive form Fifth Street to Seventh Street on July 14, 2010. A motion to suspend the three reading was made by Councilman Shane Wise and seconded by Councilman James Wright.  All voted yes and the motion carried 5-0. A motion to pass the resolution was made by Councilman James Wright and seconded by Councilman Charles Mesko.   All voted yes and the motion carried 5-0.

 

Resolution 1116 is a resolution declaring it is necessary to place a 5 mills replacement Street Levy on the November 2010 ballot. A motion to suspend the three reading was made by Councilman Charles Mesko and seconded by Councilman David Levacy.  All voted yes and the motion carried 5-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman James Wright.   All voted yes and the motion carried 5-0.

 

Resolution 1117 is a resolution declaring it is necessary to place a 2.7 mills replacement Police Levy on the November 2010 ballot. A motion to suspend the three reading was made by Councilman Charles Mesko and seconded by Councilman Shane Wise.  All voted yes and the motion carried 5-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman James Wright.   All voted yes and the motion carried 5-0.

 

Resolution 1118 is a resolution closing the alley between Terrace Street and the Valero Market for the Cruiser Car Show on July 31, 2010. A motion to suspend the three reading was made by Councilman Charles Mesko and seconded by Councilman James Wright.  All voted yes and the motion carried 4-0. A motion to pass the resolution was made by Councilman James Wright and seconded by Councilman Charles Mesko.   All voted yes and the motion carried 5-0.

 

Mayor Dean Severance requested that Charles Prince remind village residents that the Ohio Environmental Protection Agency and Village Ordinance prohibit the burning of trash or debris.

 

Bills were presented for payment as attached. A motion to pay the bills was made by Councilman Charles Mesko and seconded by Councilman James Wright. All voted yes and the motion carried 5-0.

 

A motion to adjourn was made by Councilman Shane Wise and seconded by Councilman Charles Mesko.  All voted yes and the motion carried 5-0.
