Record of proceedings

Millersport Village Council met in regular session on Tuesday May 11, 2010 at 7:00 PM in the Municipal Building. In attendance were President Pro Tem David Levacy, Gary Matheny, Charles Mesko, Donna Thogmartin, James Wright, and Fiscal Officer Susan Ramsey. Also present were Charles Prince, Fire Chief William Yates, Firemen Joseph Weiber, Julie Shirk, Andrew Shirk, Carolyn Appenzeller, Robert Appenzeller, Jaime Bragg and Carol King.  Assistant Fiscal Officer Vincent B. Popo was absent.

 

Pledge of Allegiance to the Flag was said and roll call was taken.

 

Minutes of Tuesday April 13, 2010 were read.  A motion to accept the minutes was made by Councilman Charles Mesko and seconded by Councilman Gary Matheny. All voted yes and the motion carried 6-0. 

 

Committee Reports

Councilman David Levacy gave an updated report that the antique boat and car show scheduled for June 19, 2010 is still in the works.  There is a website dedicated to the event and the Lions Club is taking care of the car show and American Legion is allowing the village to use their parking lot.  It will run from Friday evening through Saturday evening.  There is also a tri-fold brochure available.

 

There is now new information to report on zoning.

 

Old Business

 

The fire department had no news to report.

 

Mayor Dean Severance swore John Shirk in Police chief because Randall Lewis took a leave of absence for a year.  Chief Shirk will be paid a gross total of $40,668.00. Chief Shirk will pursue opportunities to contract for services with the surround villages.

 

Council decided to hold a special meeting on Tuesday May 25, 2010.   Council will discuss an ordinance setting fees for Game of Skills parlors within the village limits.  The public is welcome to express their viewpoints.

 

The pool is ready to be filled with water.  The mayor and council expressed gratitude to Councilman David Levacy fro purchasing a new pool entrance sign and replacing all of the hand written signs in the concession stands and bathrooms.  The village also purchased a commercial freezer that the county health department recommended.

 

Fire chief William Yates said the village received its first 2010 contract payment from Walnut Township on April 23, 2010.  The check was for $138,716.30 out of $465,387.68 that the township received in fire levy revenue from the county.  The amount is half the money that the village expected to receive. Council authorized Chief Yates to seek an explanation from the trustees. Chief Yates and Chief Shirk are expanding the Explorers program so more youth have the opportunity to understand careers in fire and police protection.

 

Councilwoman Donna Thogmartin discussed the issue of residents leaving their trashcans in the streets after Big O has picked up the trash.  Neighbors would like the residents to put their trash containers in their yard or their garages.  The issue of violating the 25mph speed limit was discussed and motorists passing on the right side causing potential accidents.  The police department is to become more vigilant.

 

Sam’s Pest Control will be spraying for mosquitoes beginning on Wednesday May 26, 2010 and will continue every other Wednesday for the summer. The spraying will be done at night.

 

Jaime Bragg of the Greater Buckeye Lake Historical Society and Museum updated council on the Trek Women’s Triathlon Series that will come to Buckeye Lake on Sunday July 25, 2010.  There are 500-800 participants expected and an additional 2,500 to 3,500 spectators.

New Business

 

Resolution 1109 is a resolution appointing John Shirk police chief. A motion to suspend the three reading was made by Councilman David Levacy and seconded by Councilman Charles Mesko.  All voted yes and the motion carried 6-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman Shane Wise.   All voted yes and the motion carried 6-0.

 

Fiscal Officer Susan Ramsey stated there needed to be a  correction made to the minutes from April 13, 2010 meeting as Resolution 1108 to Solicit Bids for the Lancaster Street Project was passed.  A motion to waive the three readings on  Resolution 1108 was made by Councilman Charles Mesko, and was seconded by Councilwoman Donna Thogmartin.  A motion to accept Resolution 1108 was made by Councilman Charles Mesko, and seconded by Councilman James Wright.  All voted yes and the motion carried 6-0.

 

A motion to go into Executive Session to discuss personnel issues at 8:23 pm was made by Councilman Charles Mesko and seconded by Councilwoman Donna Thogmartin.  All voted yes and the motion carried 6-0.

 

A motion to reconvene was made by Councilwoman Donna Thogmartin and seconded Councilman Shane Wise.  All voted yes and the motion carried 6-0. Regular session reconvened at 9:10 pm.

 

Bills were presented for payment as attached. A motion to pay the bills was made by Councilman Gary Matheny and seconded by Councilman Charles Mesko. All voted yes and the motion carried 6-0.

 

A motion to adjourn was made by Councilman David Levacy and seconded by Councilman Shane Wise.  All voted yes and the motion carried 6-0.
