Record of Proceedings
Millersport Village Council met in regular session on Tuesday October 13, 2009 at 7:00 PM in the Municipal Building. In attendance were President Pro Tem David Levacy, Gary Matheny, Charles Mesko, James Wright, Shane Wise, Donna Thogmartin, Assistant Fiscal Officer Vincent B. Popo and Fiscal Officer Susan Ramsey. Also present were Board of Public Affairs member Christopher Tennant, Terry Horn, Keith Eschbaugh, Rick Thompson, Trudy Craig, Ron Craig, Karen Bergum, Michael McKenzie, Walnut Township Trustee Walter Gabriel, Ombudsman Billy Phillips, Robert Slater II, Charles Prince, Carol King, Fire Chief William Yates and Police Captain John Shirk.
Pledge of Allegiance to the Flag was said and roll call was taken.
Minutes of Tuesday September 15, 2009 were read. A motion to accept the minutes was made by Councilman Shane Wise and seconded by Councilman Charles Mesko. All voted yes and the motion carried 6-0.

New Business
Councilman David
Levacy introduced Keith Eschbaugh from the antique boat association to host an
antique boat show in the village. It is a one-day event and will be held on
Saturday June 19, 2010 from 10:00 am to 5:00 pm.
The boats will be judged and trophies will be presented.
Jeff Watson and the American Legion will be involved with the event.
The village will need the first ten boat slips that are owned by the
village and that will need to be made part of the boat rental agreement.
Council agreed to let the show take place.
Councilman Charles
Mesko announced that the Finance Committee would meet on Tuesday October 20,
2009 at 7:00 pm. The mayor has
asked department heads to give the committee their recommendations for pay
increases for 2010.
Police Captain John
Shirk reported that the department would receive three lap top commuters for the
cruisers at a value of $3,800.00 per computer.
A grant of $4,000.00 will be received for vests and that money can only
be used for vests. Captain Shirk
has also applied for a NRA grant to outfit the cruisers with AED’s and medical
equipment and an educational grant to work with the school system.
There have been four applicants for auxiliary positions. The mayor
commended Captain John Shirk for his work on the grants.
Beggars Night was set
for Thursday October 29, 2009.
Council gave the Millersport Marching Band the approval to lead a walking parade
of students from the elementary school to downtown.
The parade is to start at 6:00 pm with trick or treating from 6:30 pm to
8:00 pm. Residents are encouraged
to set up card tables downtown to pass out candy or treats.
Christopher Tennant from the Board of Public Affairs gave an update on the Water Plant and the Waterline to Buckeye Lake. The first digging on the waterline is scheduled for Monday or Tuesday October 19th or 20th. The target date for completion is early spring. The major items with the punch list for the water plant have been addressed with Crace Construction. Michael Fox has met with GGC Engineers and they are working on the proposed improvements for the sewer plant. Included is the forecast of revenues and expenses and possible sewer rate increases. The Board of Public Affairs is also meeting with the Finance Committee to determine pay raises. The final item of discussion is what is to be done with the old water plant and its possible uses as a storage site, office space and police department.
Walnut Township Trustee Walter Gabriel and Ombudsmen Billy Phillips presented the village with proposed changes in the fire contract. The proposed changes are the following: 1) Staffing at Fairfield Beach will be 24/7; 2) Chief Yates will provide a budget for the trustees with equal coverage for all with a five year projection; 3) no charges for copying fees; 4) 20th due date an issue, keep it at the 15th; 5) a three year contract; 6) adding a clause that the contract is automatically renewed if both parties agree; 7) the Walnut Township logo would be placed back on the fire equipment; 8) no issue with the payment schedule and 9) percentages based on Fire department budget.
The Millersport fire Association re-scheduled their chicken dinner to coincide with the benefit for Gabrielle Butts. All proceeds will be donated to the family. The benefit is scheduled for Saturday October 17, 2009 from noon until 8:00 pm.
Vincent Popo reported that the Refugee Street annexation proceedings have been turned over to the village solicitors.
Mayor Dean Severance reported that (Cingular One) AT&T is sending the village $4,000.00 to renew the contract for the cell tower. The original agreement called for $1,800.00 per month to the village.
Resolution 1090 is a resolution providing for the transfer of the balance of funds in a Community Development Block Grant to the General Fund. A motion to suspend the three reading was made by Councilman Charles Mesko and seconded by Councilman Shane Wise. All voted yes and the motion carried 6-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilwoman Donna Thogmartin. All voted yes and the motion carried 6-0.
Ordinance 715 is an ordinance appropriating additional monies for the installation of the water main to Buckeye Lake. A motion to suspend the three reading was made by Councilman Charles Mesko and seconded by Councilman David Levacy. All voted yes and the motion carried 6-0. A motion to pass the ordinance was made by Councilman Charles Mesko and seconded by Councilman Shane Wise. All voted yes and the motion carried 6-0.
Bills were presented for payment as attached. A motion to pay the bills was made by Councilman David Levacy and seconded Councilman James Wright. All voted yes and the motion carried 6-0.
A motion to go into executive session at 8:25 pm to discuss personnel was made by Councilman David Levacy and seconded by Councilman Charles Mesko. All voted yes and the motion carried 6-0.
A motion to reconvene at 9:10 pm was made by Councilman David Levacy and seconded by Councilman James Wright. All voted yes and the motion carried 6-0.
