Record of Proceedings
Millersport Village Council met in regular session on Tuesday September 15, 2009 at 7:00 PM in the Municipal Building. In attendance were President Pro Tem David Levacy, Gary Matheny, Charles Mesko, James Wright, Shane Wise, Donna Thogmartin, Assistant Fiscal Officer Vincent B. Popo and Fiscal Officer Susan Ramsey. Also present were Board of Public Affairs member Christopher Tennant, Charles Prince, Carol King, Fire Chief William Yates and Village Solicitor Stephen Carlino.
Pledge of Allegiance to the Flag was said and roll call was taken.
Minutes of Tuesday August 11, 2009 were read. A motion to accept the minutes was made by Councilman Charles Mesko and seconded by Councilman Gary Matheny. All voted yes and the motion carried 6-0.
Committee Reports
There were no
committee reports to present.
Old Business
Mayor Dean Severance
read letters of appreciation by Police Chief Randall Lewis to the officers for
their efforts during the Sweet Corn Festival.
Gilbert Arnold met
with Bill Newton of GGC Engineers and it was agreed that the paving of village
streets should wait until next year.
The village is to get Issue II money and more streets could get paved if
it was done in the spring. The
street department building is heated by used oil and anyone can deliver used
motor oil to street office behind the car wash.
Councilman Charles
Mesko complimented Thomas Boso, Michael Bergum and Gilbert Arnold for their
efforts in repairing the water line break on Lancaster and Terrace Streets in a
timely manner.
The pool is closed
and is being power washed and cleaned.
If everything goes according to plan, the pool will be painted in
October. Councilman David Levacy
read a list of local businesses that made donations to the pool.
Mayor Dean Severance is to write letters of appreciation to all of those
that contributed. Eastland
Vocational High School is to be contacted to build a roof on the pool concession
building.
Christopher Tennant from the Board of Public Affairs reported that Law Construction was awarded the water line extension bid. Their bid was $649,000.00 that is approximately $300,00.00 less than GGC Engineers estimated the project. The hold up on the line extension is due to the fact the village is waiting on two easements to be signed. He also stated that the Water Plant’s punch list is not completed. Councilman Matheny asked the village to look into providing a waterline extension to the new field house at Millersport High School.
Vincent Popo reported that the village is waiting to hear from the Fairfield County Engineer’s office. Scot Zody was sent a fax with the process for annexation. Paper work was sent to John Clark and Steve Carlino for review and input.
New Business
Beggars Night was set
for Thursday October 29, 2009.
Council gave the Millersport Marching Band the approval to lead a walking parade
of students from the elementary school to downtown.
The parade is to start at 6:00 pm with trick or treating from 6:30 pm to
8:00 pm. Residents are encouraged
to set up card tables downtown to pass out candy or treats.
The proposed Fire Contract was presented to council for approval. Discussion revolved around the changes that were made to the previous contract. A motion to pass the contract was made by Councilman Charles Mesko and seconded by Councilman David Levacy. All voted yes and the motion carried 6-0. The contract is to be delivered by Vincent Popo to the Walnut Township trustees.
Resolution 1086 is a resolution accepting the amounts and rates as determined by the Fairfield County Budget Commission. A motion to suspend the three reading was made by Councilman Gary Matheny and seconded by Councilman Charles Mesko. All voted yes and the motion carried 6-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman Shane Wise. All voted yes and the motion carried 6-0.
Resolution 1087 is a resolution to award the bid to construct the water line extension to Law Construction. A motion to suspend the three reading was made by Councilman David Levacy and seconded by Councilman Gary Matheny. All voted yes and the motion carried 6-0. A motion to pass the resolution was made by Councilman David Levacy and seconded by Councilman Charles Mesko. All voted yes and the motion carried 6-0.
Resolution 1088 is a resolution adopting a public records policy and the Ohio Municipal Records Manual. A motion to suspend the three reading was made by Councilman Charles Mesko and seconded by Councilman James Wright. All voted yes and the motion carried 6-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman James Wright. All voted yes and the motion carried 6-0.
Resolution 1089 is a resolution rescinding the no parking resolution on Lancaster Street between Mill Street and Main Street. A motion to suspend the three reading was made by Councilman Charles Mesko and seconded by Councilwoman Donna Thogmartin. All voted yes and the motion carried 6-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman Gary Matheny. All voted yes and the motion carried 6-0.
Ordinance 714 is an ordinance revising appropriations that were made for 2009. A motion to suspend the three reading was made by Councilman David Levacy and seconded by Councilman Gary Matheny. All voted yes and the motion carried 6-0. A motion to pass the ordinance was made by Councilman Charles Mesko and seconded by Councilman David Levacy. All voted yes and the motion carried 6-0.
Bills were presented for payment as attached. A motion to pay the bills was made by Councilman Shane Wise and seconded Councilman Gary Matheny. All voted yes and the motion carried 6-0.
