Record of Proceeding

Millersport Village Council met in regular session on Tuesday April 17, 2007 at 7:00 PM in the Municipal Building.  In attendance were Mayor Dean Severance, Sandra Lines, President Pro Tem, Kenneth Brotherton, David Levacy, Charles Mesko, Gary Matheny, James Wright and Fiscal Officer Madeline Utley.  Also present were Vincent Popo, Charles Prince, Michael Bergum, Karen Bergum, Zaryl Stamford, William Yates and Robert Weldon.

Pledge of Allegiance to the Flag was said and roll call was taken. A moment of silence was given for the victims of the Virginia Tech slayings.

Minutes of March 13, 2007 were read.  A motion to accept the minutes made by Councilman Gary Matheny and seconded by Councilman Kenneth Brotherton.  All voted yes and the motion carried 6-0.

Councilman James Wright made a recommendation to purchase numbers for the dock spaces to be visible from the water and the street.  He would like to the dock numbers to be mounted on the docks.  Council agreed to allocate $300.00 for the purchase of the numerals. 

The Finance Committee responded to the auditor’s report and the village has the final copy of the audit report.  The village is in the process of addressing the auditor’s concerns.

Councilman David Levacy reported that $2,000 was requested as a purchase order for electrical supplies for the updating and safety of the swimming pool.  Also, a cash register will be purchased for the swimming pool.  The pool’s target date for opening is Saturday June 2, 2007. 

Robert Weldon from Tom Jones Insurance presented Anthems renewal rate increase and options the village has in terms of purchasing health insurance.  The village’s premiums have increased by 22% and that is within the average for the country.  Robert Weldon compared the other three carriers with Anthem and the other companies were significantly higher.   

A motion to accept Anthem’s proposal for health insurance was made by Councilman Charles Mesko and seconded by Councilman Gary Matheny.  All voted yes and the motion carried 6-0.

Zaryl Stamford from GGC gave a progress report on the Water Plant construction project.  Crace Construction constructed walls and in a couple of weeks there will be visible growth.  We will begin seeing above ground growth.  The relationship between Crace, GGC and the village is good.  The AEP easement was given to Michael Carder by Mayor Dean Severance.  Council and the mayor were also given minutes from the progress meeting on Wednesday April 4, 2007 between Crace Construction, GGC Engineering and The Village of Millersport.

Chief Bill Yates reported that the funding for the department is low; it is around $37,000.  The attorneys opinions agreed that the township is going to fund the fire department.  The wording of the contract is currently a key issue.  The public is asking questions and the issues are being discussed.  There will be a township trustee meeting on April 24, 2007 and the council will post a meeting notice that the village council will attend the trustee meeting.

Committee Reports 

The Safety Committee has received an application for the police department and any application will go to the mayor and given to Police Chief Ed Arledge and the Safety Committee.  Council agreed to place an ad in the Buckeye Beacon, Newark Advocate and Lancaster Eagle Gazette advertising for police officers.

Old Business

Vincent Popo presented information addressing the auditor’s concerns on the clothing allowance.  It was agreed that the mayor would look into all the options that would allow the employees to keep the same amount of money.  Another concern was a credit card and cellular phone policy.  Council was given written policies based on the ones written by the village of Carroll.  The third concern was the swimming pool receipts and memberships.  The 2006 receipts were placed in chronological order in a binder and a membership roster is to be placed with the daily receipts to verify members and nonmembers.

The dock applications have been processed and the village is taking phone calls from residents for dock spaces.  Past dock holders have been contacted by the village and given priority for dock spaces.  The dock rental is $250.00 for the season.  Dock spaces need to be paid by April 30, 2007.

Swimming pool passes are on sale and so far there have been only three sales.  The village will discount family passes at a cost of $150.00 if purchased before May 1, 2007 then the cost of passes will be $175.00.  

New Business

Resolution 1014-The no extension of water and sewer lines beyond the village limits.  A motion to suspend the three readings was made by Councilman Charles Mesko and seconded by Councilman James Wright.  All voted yes and the motion carried 6-0.  A motion to pass the resolution was made by Councilman Kenneth Brotherton and seconded by Councilman James Wright.  All voted yes and the motion carried 6-0.

Discussion around severance pay for Dale Walter was brought up and the issue will be investigated and a decision will be made at a later date.

Sam’s Pest Control presented council with a contract for $265.00 per spraying which is the same as last season.  Council agreed to the contract and the spraying will begin in May.

Bills were presented for payment as attached.  A motion to pay the bills was made by Councilman Gary Matheny and seconded by Councilman Kenneth Brotherton.  All voted yes and the motion carried 6-0.
