Record of Proceedings
Millersport Village Council met in regular session on Tuesday August 10, 2010 at
7:00 PM in the Municipal Building. In attendance were President Pro Tem David
Levacy, Donna Thogmartin, Charles Mesko, Gary Matheny, James Wright, Shane Wise,
and Fiscal Officer Susan Ramsey. Also present were Angela Carpenter, Scott
Carpenter, Greg Sheets, Patty Sheets, David Weiland, Chris Forshey, Scott Baker,
Thomas Gary, Tammy Tiedtke, Sandy Lines, Charles Prince, Village Solicitor
Steven Carlino, Village Solicitor Kevin Bush, Street Commissioner Gilbert
Arnold, Police Chief John Shirk, Fire Chief William Yates, Police Officer Mark
Consolo, Police Officer Harold Crabtree and Assistant Fiscal Officer Vincent
Popo.
Pledge of Allegiance to the Flag was said and roll call was taken.
Minutes of Tuesday July 13, 2010 were read.
A motion to accept the minutes was made by Councilman David Levacy and
seconded by Councilman Charles Mesko. All voted yes and the motion carried 6-0.
Committee Reports
Mayor Dean Severance reported that Stacey Boumis would have zoning information
for the village in the fall of 2010.
Fairfield County provided the village with information on the most efficient way
to annex Millersport Road. Council
decided to pursue the annexation process.
The village has not received any money from AT&T for the cell tower that is on
top of the water tower but has been provided with W-9 forms to expedite the
payment process.
The Safety Committee met at 6:30 pm on Tuesday August 10, 2010 and reviewed the
applications and the background information on four new auxiliary officers
provided by Chief John Shirk. The
Safety Committee recommended that Scott Carpenter, Greg Sheets, David Weiland
and Chris Forshey be added to the police force as auxiliary staff.
A motion to accept the candidates as officers was made by Councilman
Charles Mesko and seconded by Councilman Shane Wise.
All voted yes and the motion carried 6-0.
Old Business
The pool is operating and on the way to making money this year. Council was
given a comparison of revenues between 2009 and 2010.
The pool revenues are exceeding last year’s totals for the same time
period. The pool will tentatively
close on Sunday August 22, 2010.
Tammy Tiedtke reported that the Millersport Barracuda Swim Team was third
overall and first in their division at the county swim meet.
There were 52 (fifty-two) members of the team this year.
Chief William Yates reported the village received its second payment on July 25,
2010 in the amount of $178,000.00.
Councilman Charles Mesko is the village representative to the community advisory
meeting that was held on Monday July 19, 2010 (this was a closed meeting).
A second meeting between Billy Phillips and the fire departments was held
on Monday August 2, 2010. The
women’s’ triathlon was a success and the fire department provided Emergency
Medical Service and nothing serious occurred.
The annual boot drive fundraiser will occur on Saturday August 14, 2010.
Police Chief John Shirk passed out monthly reports for the past month and the
police presence in the village is increasing.
Residents are increasingly using the vacation watch program.
The department has logged six hundred thirteen one half (613 1/2) hours
for the month of July. A new public information resource guide was paid for by
the village businesses and the resource program has important phone numbers and
services listed in the book from the village, townships and counties.
Chief Shirk also discussed the safety issues with people performing
fundraisers for donations in the street and they will wear safety vests and set
up cones to keep minors off the street.
Chief Shirk received a digital voice recorder, a file cabinet, level II
ballistic vests and a ballistic helmet at no charge. Buckeye Lake VFW 1388
donated $250.00 and Cruiser Tavern gave $50.00 in cash donations.
Corporal Harold Crabtree has done all of
the background checks on all of the new applicants and does a very thorough job
interviewing references.
New Business
A motion to sale the old water department to the police department for $10,178.00 (the cost of stripping the plant and making it usable) was made by Councilman Charles Mesko and seconded by Councilman Shane Wise. After much discussion concerning revenues, expenditures and payment time frames all voted yes and the motion carried 6-0
Ordinance 724 is an ordinance authorizing a cooperative agreement for planning of state sewer project between the Village of Millersport and the Ohio Water Development Authority. A motion to suspend the three reading was made by Councilman Gary Matheny and seconded by Councilman David Levacy. All voted and the motion carried 5-1. A motion to pass the resolution was made by Councilman James Wright and seconded by Councilman Gary Matheny. All voted and the motion carried 5-1.
Ordinance 725 is an ordinance providing an amendment to the Codified Ordinance passed on April 30, 2008. A motion to suspend the three reading was made by Councilman Charles Mesko and seconded by Councilman David Levacy. All voted yes and the motion carried 6-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilwoman Donna Thogmartin. All voted yes and the motion carried 6-0.
Mayor Dean Severance requested that Charles Prince remind village residents that the Ohio Environmental Protection Agency and Village Ordinance prohibit the burning of trash or debris.
Bills were presented for payment as attached. A motion to pay the bills was made by Councilman James Wright and seconded by Councilman Charles Mesko. All voted yes and the motion carried 6-0.
A motion to go into executive session at 8:00 pm to discuss fire personnel was made by Councilman Charles Mesko and seconded by Councilman Gary Matheny. All voted yes and the motion carried 6-0.
A motion to leave executive session at 9:50 pm to was made by Councilman David Levacy and seconded by Councilwoman Donna Thogmartin. All voted yes and the motion carried 6-0.
