Record of Proceedings
Millersport Village Council met in regular session on Tuesday June 14, 2011 at 7:00 PM in the Municipal Building. In attendance was President Pro Tem David Levacy, Council members Gary Matheny, Charles Mesko, James Wright, Donna Thogmartin, and Shane Wise. Also present were Eric Scher, Sandy Lines, Charles Prince, Police Chief John Shirk, Tim Huston, David Fey (Fairfield County Parks), Lawrence Neeley, Carl Joe Roberts, Christopher Petrefski, Charles Eing, Shayna Shine, Rosemary Hajost, Leonard Hajost, Rebecca Schneider, Butch Schneider, Sgt Mark Consolo, George Abdalla, Mary Holzmeier, David Holzmeier, Assistant Fiscal Officer Vincent B. Popo, and Fiscal Officer Susan Ramsey.
Pledge of Allegiance to the Flag was said and roll call was taken.
Minutes of Tuesday May 10, 2011 were read. A motion to accept the minutes was made by Councilman Charles Mesko and seconded by Councilman James Wright. All voted yes and the motion carried 6-0.
Committee Reports
The finance committee
will meet on Monday June 27, 2011 to discuss the budget for 2012.
Old Business
Council has addressed
the traffic light and the crosswalk issues and various recommendations were
discussed. Rebecca Schneider encouraged council to something about the
crosswalk. Rebecca and her mother
(Eileen Taylor) have been hit while in the crosswalks.

New Business.
Mary Hajost introduced the rationale for voting for the 8 million dollar park assets in our county. Dave Fey reported that we have 18 parks in the county that have been donated and their office is independent and must raise their own funds. The Fairfield County Historical Parks is seeking petitions to place a levy on the ballot for November 8, 2011. The levy will be 1/4th of a mil for a ten-year period and it will help the county become part of the $40 billion tourism business that occurs in Ohio. There are not enough donations or grants to finance the parks so they are dependent on the commissioners or a park levy.
Police
Chief John Shirk
began his report by announcing that the police department has moved into their
new building. The chief is
finalizing the contributor’s list and will hand out certificates of appreciation
to the fifty-four or so donors. He
calculates that $86,000.00 worth of labor and materials have been donated to the
project. Mayor Severance will send a letter to all of the donors thanking them
for their help. There will be many
officers out this weekend because of the antique boat and car show.
The department is also working with the BLASST program on Friday July 1,
2011 for the fireworks show.
Fireworks begin at 10:00 pm and the officers will be on duty starting at 4:00
pm. The police department is
working with the mapping pilot project that is custom made for our area on the
computers that uses software to search for addresses.
Resolution 1132 is a resolution authorizing the Fiscal Officer to transfer money from one fund to another. This is the second reading.
Resolution 1134 is a resolution authorizing the Village of Millersport to establish wages for pool personnel. A motion to suspend the three reading was made by Councilwoman Donna Thogmartin and seconded by Councilman Charles Mesko. All voted and the motion carried 6-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman Shane Wise. All voted and the motion carried 6-0.
Resolution 1135 is a resolution authorizing the Village of Millersport to close Canal Drive to vehicular traffic. A motion to suspend the three reading was made by Councilman Charles Mesko and seconded by Councilman Shane Wise. All voted and the motion carried 6-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman James Wright. All voted and the motion carried 6-0.
Resolution 1136 is a resolution authorizing the Village of Millersport to hire Josh Lutz as the wastewater plant operator. A motion to suspend the three reading was made by Councilman Charles Mesko and seconded by Councilman Gary Matheny. All voted and the motion carried 6-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman Gary Matheny. All voted and the motion carried 6-0.
Ordinance 736 is an ordinance authorizing the Village of Millersport to appropriate additional monies to the General Fund. This is the first reading.
Ordinance 737 is an ordinance authorizing the Mayor and the Police Chief to enter into a mutual aid agreement with The Village of Baltimore. A motion to suspend the three reading was made by Councilman Charles Mesko and seconded by Councilman Gary Matheny. All voted and the motion carried 6-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman James Wright. All voted and the motion carried 6-0.
Dave and Mary
Holzmeier approached council about annexing into the village.
It was explained that the property wanting to be annexed has to be
contiguous to property already in the village.
After much discussion it was determined that a committee needed to be
formed to address the issue. A
motion to form a committee was made by Councilman David Levacy and seconded by
Councilman James Wright. All voted
and the motion carried 6-0. Shane
Wise, Charles Mesko and Donna Thogmartin are steering the annexation committee
with the aid of local residents interesting in becoming part of the Village of
Millersport. Their first meeting will be on Wednesday July 20, 2011 at 7:30 pm
in council chambers.
Susan Ramsey presented council with an option to have a community shredding day sponsored by the Lions Club, Village of Millersport, Commodore Bank and citizen donations.
Bills were presented for payment as attached. A motion to pay the bills was made by Councilman Charles Mesko and seconded by Councilman Shane Wise. All voted yes and the motion carried 6-0.
A motion to go into executive session to discuss the purchase of real estate was made by Councilman Charles Mesko and seconded by Councilwoman Donna Thogmartin. All voted yes and the motion carried 6-0.
A motion to go out of executive session was made by Councilman James Wright and seconded by Councilwoman Donna Thogmartin. All voted yes and the motion carried 6-0.
A motion to adjourn was made by Councilman James Wright and seconded by Councilwoman Donna Thogmartin. All voted yes and the motion carried 6-0.
