Record of Proceedings

Millersport Village Council met in regular session on Tuesday May 10, 2011 at 7:00 PM in the Municipal Building. In attendance was President Pro Tem David Levacy, Council members Gary Matheny, Charles Mesko, James Wright, Donna Thogmartin, and Shane Wise. Also present were Jerry Murphy, James Hempleman, Eric Scher, Julie Shirk, Charles Booze, Shelly Price, John parker, Rhonda Parker, Frank Mora, James McKittrick, Steven Bush, Steven Hall, Josh Amspaugh, Janet Bush, Faye Whitaker, Sandy Lines, Charles Prince, Police Chief John Shirk, Officer Matthew Peddicord, Matthew Bergum, James Bodemer, Charles Prince, Carol Turner, Thomas Turner, Fire Chief William Yates, Assistant Fiscal Officer Vincent B. Popo, and Fiscal Officer Susan Ramsey.

 

Pledge of Allegiance to the Flag was said and roll call was taken.

 

Minutes of Tuesday April 12, 2011 and minutes of the Special meeting on Wednesday April 20, 2011 were read.   A motion to accept the minutes was made by Councilman Shane Wise and seconded by Councilman Charles Mesko. All voted yes and the motion carried 6-0.

 

Committee Reports

The finance committee met on Monday March 14, 2010 at 7:00 pm. The meeting was to discuss ways to close the deficit of pool finances.  An ad was placed in the Buckeye lake Beacon soliciting applications for a pool manager. So far no one has responded to the ad. The ad will run again for another week.  Charles Mesko suggested a student rate and after much discussion the idea was deemed to costly for the village.

 

Old Business

The Walnut Township School Board allowed the Village Twist to tie into the manhole cover on its property allowing the annexation of the Village Twist for Charles Gang to proceed. Michael Popo has collected $3,800.00 to replace the flags in the village for his Eagle Project.

New Business.

Mayor Severance called various pest control companies and most villages have their own equipment to spray.  After much discussion a contract with Sam’s Pest Control to spray for mosquitoes was agreed upon by council and the mayor. The cost is $265.00 per spraying.

 

Mayor Severance read a petition from Jeff Watson concerning the removal of the traffic light.  The petition had over 250 signatures on it.  Jim Hempleman represented Jeff Watson at the council meeting.  Councilwoman Thogmartin presented a twelve-minute video concerning the traffic flow and pedestrian movement in front of the Valero station.  It also showed traffic passing on the right side of automobiles waiting to turn left on Refugee Street.  After much discussion between council and residents it was decided that appropriate paint markings would occur and a letter would be sent to the ODOT office requesting a traffic study.  Jeff Watson has agreed to help by placing signs in the Valero parking lot directing patrons to “not pass on the right” and “yield to pedestrians”.  Visible signage place at the traffic light was also discussed to warn drivers to be cautious. 

 

Faye Whitaker owner of the Old Canal Restaurant requested that the cross walk be moved from in front of her restaurant to the corner of the bridge and cross from bridge corner to bridge corner (the south end of the bridge).  This would allow more parking in front of business establishments and make the crosswalks visible for traffic traveling southbound.  Mrs. Whitaker also requested that a traffic study be done in front of the elementary school so that four-way stop signs could be placed at the corners.  This would address the safety issues at the elementary school.

 

Fire

Resolution 1132 is a resolution authorizing the Fiscal Officer to transfer money from one fund to another. This is the first reading.

 

Resolution 1133 is a resolution authorizing the Village of Millersport to set the hours of the pool. A motion to suspend the three reading was made by Councilman Shane Wise and seconded by Councilwoman Donna Thogmartin.  All voted and the motion carried 6-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilwoman Donna Thogmartin. All voted and the motion carried 6-0.

John and Rhonda Parker from Gardner-Parker Agency presented the village with a Casualty Insurance policy from the Ohio Plan. They cover cities, villages and townships with coverage.  The company started in 1988 as a pool with 730 entities across the state and is a non-profit organization administrated in Toledo, Ohio.  After much discussion, Mayor Severance is going to speak with Dale Dixon from Wichert Insurance to compare policies.

 

Police

 

Chief John Shirk began his report by thanking the vendors that have donated material and skilled labor for the police station.  As of today there has been no cost to the village for the renovation of the police station and over $78,000.00 in materials have been donated with more to come.  The department also received eleven Dell computers with flat screen monitors and scanners for the officers.  The department also has five in car camera systems received from Groveport that need to be installed.  There is also a generator that will be able to power the police office if power goes out.  A countywide gps system will allow officer to respond quicker with greater geographical accuracy. The system will also have weekly updates.  An open house will held in mid-June.

 

The Finance Committee will meet on June 20th and June 27th, 2011 to discuss a course of action for the pool and then purchase of Richard and Grace Keller’s property.

 

Bills were presented for payment as attached. A motion to pay the bills was made by Councilman Shane Wise and seconded by Councilwoman Donna Thogmartin. All voted yes and the motion carried 5-0.

 

A motion to adjourn was made by Councilman Shane Wise and seconded by Councilwoman Donna Thogmartin.  All voted yes and the motion carried 5-0.
