Record of Proceedings
Millersport Village Council met in regular session on Tuesday May 15, 2007 at 7:00 PM in the Municipal Building. In attendance were Mayor Dean Severance, Sandra Lines, President Pro Tem, Kenneth Brotherton, David Levacy, Gary Matheny, and Fiscal Officer Madeline Utley. Also present were Vincent Popo, Charles Prince, Michael Bergum, Karen Bergum, John Benson, Matthew Bergum, Michelle and son Michael Bergum, Carol King, Michael Carder, Gilbert Arnold, Edward Arledge, Randy Lewis, Paul Detty, William Yates and Daniel Hall. Charles Mesko and James Wright were absent.
Pledge of Allegiance to the Flag was said and roll call was taken.
Minutes of April 10, 2007 were read. A motion to accept the minutes made by Councilman Gary Matheny and seconded by Councilman Kenneth Brotherton. All voted yes and the motion carried 4-0.
Daniel Hall, pool Manager has a tentative date of June 2, 2007 to open. A cash register is being purchased and new electrical work is being completed along with a remodeled concession area. The staff is almost complete and a number of students have taken their life guard certification. We will be paying minimum wage to all of the concession workers and lifeguards. The pool is to be filled Monday May 21, 2007. The swim team coach is soliciting banner donations for the pool and the swim team. The pool will continue to sell concession items at the home meets and keep the proceeds. There are twelve family memberships sold at this moment. The memberships were discounted at $125.00 from the original fee of $175.00. Discussion revolved around the idea of making the pool a 501C non-profit organization to cut wages back. There is a possibility that we can obtain another grant for the pool.
Gilbert Arnold gave a report about his concern with Rhino Prewiring on Terrace Street. The businesses in the area all have had problems with them. Recently, workers were power washing their vehicles in the street and washing the dirt down the storm sewers. Council agreed to send letters to Rhino Prewire concerning a fenced in area for their equipment and trucks and to enforce the no parking signs on Terrace Street. The suggestion is that Summit Street needs paved and at the narrow end, widen it and pave it so that two way traffic will be easier. The old dump truck is going to be in need of replacement. The engine is in good shape but the bed is rusting from the hauling of salt. Councilman Levacy suggested that Gilbert purchase a stainless steel bed next time.
Michael Carder from GGC gave a progress report on the Water Plant construction project. Crace Construction has completed about 35% of the project and is about to hire more workers to catch up to the completion date. William Kammerer sent a letter reminding Crace that they are responsible for securing the work site and minimize thefts. The loss of fuel oil and diesel is the main theft issues. The relationship between Crace, GGC and the village is good. Phase I of the water line replacement project will take bids the first of June. The issue of paving the road leading to the water plant was discussed and if there is a way of paying for the paving, it needs to be considered.
Fire Chief Bill Yates reported that the contract is ready to be signed. There have been changes but the it is only a one year contract. Boundaries have been established and a map is added to the contract. The fire chief is responsible for the run cards and that will begin when Chief Yates receives the call from the 911 dispatcher. Fairfield Beach will be staffed from 7pm to 7am because that is when most of the runs occur but with the discretion of the fire chief. If anything happens at Bickel Church both fire chiefs will be notified of the occurrence and respond. Chief Yates suggested that the village begin to negotiate a fire contract for next year because this contract took six months to complete.
Police Chief Ed Arledge recommended that the village purchase an AED from Zol called AED+ for the price of $1,579.00. An AED is an Automatic External Defibrillator that is used to revive heart attack victims. Chief Arledge is certified to use an AED and at time the police are the first on an accident scene. There was some discussion concerning thefts in the village and patrolling the construction site.Committee Reports
The Safety Committee interviewed Randy Lewis and recommended that council hire him. Chief Arledge has received one other application for the police department and any application will go to the mayor and given to Police Chief Ed Arledge and the Safety Committee.
Old Business
The dock applications have been processed and the village is taking phone calls from residents for dock spaces. Past dock holders have been contacted by the village and given priority for dock spaces. There have been twenty-seven docks rented as of Tuesday May 15, 2007
Swimming pool passes are on sale and so far there have been only twelve sales as of Tuesday may 15, 2007. The village will discount family passes at a cost of $150.00 if purchased before June 1, 2007 then the cost of passes will be $175.00.
Bills were presented for payment as attached. A motion to pay the bills was made by Councilman Kenneth Brotherton and seconded by Councilman Gary Matheny. All voted yes and the motion carried 4-0.
