Record of Proceedings

 

Millersport Village Council met in a special session on Tuesday May 22, 2007 at 7:00 PM in the Municipal Building.  In attendance were Mayor Dean Severance, Sandra Lines, President Pro Tem, Kenneth Brotherton, David Levacy, Charles Mesko, James Wright and Assistant Fiscal Officer Vincent Popo.  Also present were Karen Bergum, John Benson, Matthew Bergum, Michelle and son Michael Bergum, Randy Lewis, William Yates and Zaryl Stamford. Gary Matheny and Madeline Utley were absent.

Pledge of Allegiance to the Flag was said and roll call was taken.

Fire Chief Bill Yates reported that the contract is ready to be signed.  There have been changes but the contract is only a one year contract. 

Resolution 1015-A resolution authorizing the Fiscal Officer to make certain appropriations changes for the year 2007.  A motion to suspend the three readings was made by Councilman David Levacy and seconded by Councilman Charles Mesko.  All voted yes and the motion carried 5-0.  A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman James Wright.  All voted yes and the motion carried 5-0.

Resolution 1016-Is a resolution authorizing a contract with Walnut Township for fire and emergency medical services and declaring an emergency.  A motion to suspend the three readings was made by Councilman David Levacy and seconded by Councilman Charles Mesko.  All voted yes and the motion carried 5-0.  A motion to pass the resolution was made by Councilman David Levacy and seconded by Councilman Charles Mesko.   All voted yes and the motion carried 5-0.

Resolution 1017-Is a resolution to establish wages for swimming pool personnel.  A motion to suspend the three readings was made by Councilman Kenneth Brotherton and seconded by Councilman Charles Mesko.  All voted yes and the motion carried 5-0.  A motion to pass the resolution was made by Councilman Kenneth Brotherton and seconded by Councilman Charles Mesko.  All voted yes and the motion carried 5-0.

Resolution 1018-Is a resolution providing for police officers and declaring an emergency.  A motion to suspend the three readings was made by Councilman Charles Mesko and seconded by Councilman Kenneth Brotherton.  All voted yes and the motion carried 5-0.  A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman James Wright.  All voted yes and the motion carried 5-0.

The Safety Committee recommended the hiring of Randall S. Lewis as a part-time police officer for the Village of Millersport.  A motion to hire Officer Lewis was made by Councilman David Levacy and seconded by Councilman James Wright.  All voted yes and the motion carried 5-0.

Mayor Dean Severance issued the oath of office to Randall S. Lewis as the most current member of the Police Department.  The village of Millersport will buy the uniform for the police officers.

The solicitor has said the village already has a credit card policy.  Council agreed to expand the policy and include it with our current policy.  Council discussed the issue of purchase orders and the use of credit cards to pay for appropriated items.

William Arnett, the economic development coordinator for Fairfield County was in the village to tour the village for potential sites for business growth. 

Ordinance 704-Is an ordinance adopting a cellular equipment policy for village employees.  A motion to suspend the three readings was made by Councilman Kenneth Brotherton and seconded by Councilman James Wright.  All voted yes and the motion carried 5-0.  A motion to pass the ordinance was made by Councilman Charles Mesko and seconded by Councilman James Wright.  All voted yes and the motion carried 5-0.

Vinyard church is hosting a triathlon on Saturday May 26, 2007 at Brooks Beach.  The fire department and the police department are to be notified because of the increased traffic in our area.

Council discussed the issue of fundraising on the streets of Millersport.  It was agreed that Sunday should be off limits for the selling of donuts and of poppies or other items.  There was no clear decision made concerning the issue.

The mayor discussed his plans for a quarterly newsletter to the residents of the village.  He will explore the possibility of placing the letter in the Buckeye Beacon.

Zaryl Stamford from GGC gave a progress report on the Water Plant construction project.  Crace Construction has completed about 35% of the project and hired twelve masons to lay block and catch up to the completion date. The relationship between Crace, GGC and the village is good.  Phase I of the water line replacement project will take bids the first of June.  The issue of paving the road leading to the water plant was discussed and if there is a way of paying for the paving, it needs to be considered.  Also the issue of a $5,000.00 easement fee was discussed concerning the Williams property on Deepcut Road. The easement is needed to complete the water plant.

Vincent Popo reported that seven letters were sent to properties in the village concerning tall weeds, grass in need of mowing, trash and abandoned vehicles.  The village has given them fourteen working days and then will hire private contractors to haul trash and mow.  The properties will then be assessed on their taxes.

A motion to adjourn was made by Councilman Kenneth Brotherton and seconded by Councilwoman Sandra Lines.  All voted yes and the motion carried 5-0.
