Record of Proceedings
Millersport Village Council met in regular session on Tuesday November 13, 2007 at 7:00 PM in the Municipal Building. In attendance were Mayor Dean Severance, Kenneth Brotherton, David Levacy, Charles Mesko, James Wright, Gary Matheny and Fiscal Officer Vincent Popo. Also present were Sandra Lines, John Benson, Paul Detty, Charles Prince, Karen Bergum, Zaryl Stamford, Fire Chief William Yates, Police Chief Ed Arledge, Carol King, Madeline Utley, Amelia Kempton, Patrolman Randy Lewis, Sharylynn Detty, John Shirk, Commander Eric Brown and Street Commissioner Gilbert Arnold.
Pledge of Allegiance to the Flag was said and roll call was taken.
Minutes of October 9, 2007 were read. A motion to accept the minutes was made by Councilman Charles Mesko and seconded by Councilman Gary Matheny. All voted yes and the motion carried 5-0.
Sandra Lines turned in her letter of resignation as a councilwoman to accept the position of clerk as the clerk for the Board of Public Affairs.
Paul Detty was nominated to fill the position on Village Council by Councilman Gary Matheny and seconded by Councilman David Levacy. All voted yes and the motion carried 5-0. Mayor Dean Severance issued the oath of office and Paul Detty took his seat on council.
Committee Reports
The Safety Committee met and interviewed April Kistler and John Shirk for the position of police officers for the village.
Old Business
Mayor Dean Severance commended Gilbert Arnold on the appearance of the street paving project. The mayor that is was pleasant experience to receive positive phone calls.
The mayor again discussed the need to begin the fire contract negotiations for 2008. There was concern that there needs to be a multiple year contract between the village and township. It was decided that Councilman Dave Levacy, Mayor Dean Severance and Fire Chief William Yates meet with the legal counsels for both entities.
The village received a bid of $1,000.00 for the old pumper truck but there is a minimum bid of $10,000.00 so the bid was not accepted.
New Business
Zaryl Stamford of GGC Engineers reported that Crace Construction is not on schedule and council was given a list of items that were completed since last month and what will be completed next month. There has been grading and seeding but not much else is done. November 11, 2007 was the end of the 45 day extension. The penalty is $100 per day. A preconstruction meeting for the Phase I of the ten inch water line replacement project was held with Law Contractors, Inc. Construction will begin on November 20, 2007 and public notices will hand delivered to residents that are affected and in the newspaper. GGC has received phone calls from the mayor of Buckeye Lake and anticipates a proposal from them. Applications were submitted for Phase II and Phase III OWC and OPWDA monies from the state for the sewer study. The waterline project is slated to last 120 days.
Council came out of executive session at 8:50 PM.
A motion to adjourn was made by Councilman David Levacy and seconded Councilman Kenneth Brotherton. All voted yes and the motion carried 5-0.
