Record of proceedings

Millersport Village Council met in regular session on Tuesday October 12, 2010 at 7:00 PM in the Municipal Building. In attendance were President Pro Tem David Levacy, Donna Thogmartin, Charles Mesko, Gary Matheny, James Wright, Shane Wise and Fiscal Officer Susan Ramsey. Also present were Michelle Bergum, Matthew Bergum, Karen Bergum, Carol King, Charles Prince, Police Chief John Shirk, Fire Chief William Yates, Police Officer Mark Consolo, Police Officer Harold Crabtree, Fireman Jerry Murphy and Assistant Fiscal Officer Vincent Popo.

 

Pledge of Allegiance to the Flag was said and roll call was taken.

 

Minutes of Tuesday September 14, 2010 were read.  A motion to accept the minutes was made by Councilman Charles Mesko and seconded by Councilman Shane Wise. All voted yes and the motion carried 6-0.  Minutes of the special joint village/township fire meeting Tuesday October 5, 2010 were read. A motion to accept the minutes was made by Councilman Charles Mesko and seconded by Councilman Gary Matheny. All voted yes and the motion carried 6-0.

 

Committee Reports

The finance committee met at 6:00 pm October 12, 2010 to review the Public Transit Program, wage increase recommendations and water rates by the Board Of Public Affairs.  After much discussion it was determined that more information was needed.  The Finance Committee will meet on Tuesday October 19, 2010 at 7:00 pm to discuss wage increases and the public transit system and again on Monday November 1, 2010 to discuss water rate increases.  Mayor Dean Severance reported that Stacey Boumis would have zoning information for the village in the fall of 2010. 

 

Old Business

Charles Gang submitted his survey and the process for annexation has begun. The annexation of the Village Twist is under way with Scott Zody from Fairfield County.

 

Fairfield County passed a resolution allowing the Village of Millersport to annex Lancaster from its current corporation limits to Lieb’s Island road. The territory measure 3.37 acres and the speed limit will be reduced to 35 miles per hour.  The village will need a resolution changing the speed limit.

 

Chief William Yates reported that the Fire Department is exploring the possibility of obtaining a grant to pay for the much needed Life Paks.  It was also decided by council that Chief William Yates, and Councilmen David Levacy and Shane Wise would represent the village in fire contract negotiations with Walnut Township.  The Fire Department is working with the area businesses to coordinate the Winter Parade for Saturday December 4, 2010 with Santa Claus and the parade to start at the high school and end at the Fire Station.  Matthew Bergum gave a report on the township meeting and it raised concerns about drawing up a fire contract as soon as possible. Council discussed fire contract negotiations with Walnut Township and a motion to allow expenditures for an arbitrator was made by Councilman Gary Matheny and seconded by Councilwoman Donna Thogmartin.  All voted yes and the motion carried 6-0.

 

Police Chief John Shirk passed out monthly reports for the past month and the police presence in the village is increasing.  Residents are increasingly using the vacation watch program. Chief Shirk explained the procedures for enforcement of charitable organization policies and procedures.  The chief also noted that Magic Needle donated the vests and lettering at no cost to the village. The department worked 761 hours for the month of September and is passing out the new community resource guide.  The department is going to have a table set up at the Valero to pass out candy and finger print (kids passports) children for their parents on Thursday October 28, 2010.  There are currently twelve (12) reserve officers and Officer Ernest Meadows resigned effective October 11, 2010.  Councilman David Levacy presented Police Chief John Shirk with a U.S. Flag from former Police Chief Randall Lewis that was flown in Iraq.

 

The pool is closed and made more money than it did in 2009 but salaries increased because the pool was opened seven more days than last year. Council was given a comparison of revenues between 2009 and 2010. It was reported by Vincent Popo that the pool was in a deficit of $16,000.00. The Finance Committee will look at ways to increase revenues and cut expenses for 2011.

 New Business

 

Resolution 1119 is a resolution authorizing the hiring of Matthew Peddicord on a part-time basis on an as needed basis. A motion to suspend the three reading was made by Councilman Charles Mesko and seconded by Councilman Gary Matheny.  All voted and the motion carried 5-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman James Wright.   All voted and the motion carried 5-0

 

Resolution 1120 is a resolution accepting the rates and amounts set by the Fairfield County Auditor’s office. A motion to suspend the three reading was made by Councilman Gary Matheny and seconded by Councilman Charles Mesko.  All voted and the motion carried 5-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilwoman Donna Thogmartin.   All voted and the motion carried 5-0

 

Resolution 1121 is a resolution declaring surplus items and authorizing its sale. A motion to suspend the three reading was made by Councilman David Levacy and seconded by Councilman Charles Mesko.  All voted and the motion carried 5-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilwoman Donna Thogmartin.   All voted and the motion carried 5-0

 

Ordinance 726 is an ordinance providing additional appropriations for 2010. A motion to suspend the three reading was made by Councilman Gary Matheny and seconded by Councilman Charles Mesko.  All voted yes and the motion carried 5-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman James Wright.   All voted yes and the motion carried 5-0.

 

Ordinance 727 is an ordinance providing procedures and policies for charitable organizations to solicit in town. A motion to suspend the three reading was made by Councilman Charles Mesko and seconded by Councilman Gary Matheny.  All voted yes and the motion carried 5-0. A motion to pass the resolution was made by Councilwoman Donna Thogmartin and seconded by Councilman Charles Mesko.   All voted yes and the motion carried 5-0.

 

Ordinance 728 is an ordinance providing for the annexation of Lancaster Street to the bridge before Lieb’s Island. A motion to suspend the three reading was made by Councilman Gary Matheny and seconded by Councilman James Wright. All voted yes and the motion carried 5-0. A motion to pass the resolution was made by Councilman James Wright and seconded by Councilman Charles Mesko.    All voted yes and the motion carried 5-0.

 

Bills were presented for payment as attached. A motion to pay the bills was made by Councilman James Wright and seconded by Councilman Charles Mesko. All voted yes and the motion carried 5-0.

 

A motion to go into executive session at 8:20 pm to discuss police personnel was made by Councilwoman Donna Thogmartin and seconded by Councilman Gary Matheny.  All voted yes and the motion carried 5-0.

 

A motion to leave executive session at 9:10 pm to was made by Councilman David Levacy and seconded by Councilwoman Donna Thogmartin.  All voted yes and the motion carried 5-0.

 

A motion to adjourn was made by Councilman David Levacy and seconded by Councilwoman Donna Thogmartin.  All voted yes and the motion carried 5-0.
