Record of Proceedings

Millersport Village Council met in regular session on Tuesday September 14, 2010 at 7:00 PM in the Municipal Building. In attendance were President Pro Tem David Levacy, Donna Thogmartin, Charles Mesko, Gary Matheny, James Wright, and Fiscal Officer Susan Ramsey. Also present were Carrie Woody, Nancy Wright from the Daughters of the American Revolution, Judy Gang, Charles Gang, Leanne Morgan, Dustin Hardway, Michelle Bergum, Matthew Bergum, Karen Bergum, Carol King, Charles Prince, Street Commissioner Gilbert Arnold, Police Chief John Shirk, Fire Chief William Yates, Police Officer Mark Consolo, Police Officer Harold Crabtree and Assistant Fiscal Officer Vincent Popo.  Shane Wise was absent.

 

Pledge of Allegiance to the Flag was said and roll call was taken.

 

Minutes of Tuesday August 10, 2010 were read.  After a correction of the minutes was made, a motion to accept the minutes was made by Councilman Charles Mesko and seconded by Councilman James Wright. All voted yes and the motion carried 5-0. 

 

Carrie Woody representing the Lancaster Public Transit Authority presented the village with the option to participate in a countywide transportation program encouraged by ODOT.  The county needs $150,000.00 to receive a matching grant.  Each township, village and city is being asked to contribute according to their means. The state program is funded 80% by the federal government, 10% by the state government and 10% by local matching.  The service is door-to-door and will cost $2.00 each way.  Currently the cost is $15.00 per rider each way for the transportation service. The hours are Monday through Friday 6:00 am to 9:00 pm and Saturday from 7:00 am to 6:30 pm.  Most of the people that ride the bus are senior citizens that require assistance.  Carrie is asking for between $1,000.00 and $3,000.00 from each entity.  After a brief discussion, Councilman Charles Mesko made a motion to accept the invitation and seconded Councilman Gary Matheny. All voted yes and the motion carried 5-0.

 

Nancy Wright representing the Daughters of the American Revolution thanked the Mayor and council for declaring the week of September 17th  “Constitution Week”. Mayor Severance read the proclamation to the audience.

 

Charles and Judy Gang, the current owners of “The Village Twist” requested information and the procedure for annexation into the Village of Millersport.  The Fairfield County Board of Health will not issue them a food permit unless they are receiving sewer service from The Village of Millersport. Council directed Vincent Popo to be the designated contact person between Mr. & Mrs. Gang and Fairfield County.

 

Committee Reports

Mayor Dean Severance again reported that Stacey Boumis would have zoning information for the village in the fall of 2010.

 

The Safety Committee met at 6:30 pm on Tuesday September 14, 2010 and reviewed the applications and the background information on two new auxiliary officers provided by Chief John Shirk.  The Safety Committee recommended that Leanne Morgan and Dustin Hardway be added to the police force as auxiliary staff.  A motion to accept the candidates as officers was made by Councilman Charles Mesko and seconded by Councilman James Wright.  All voted yes and the motion carried 6-0.  Mayor Dean Severance issued the oath of office to the new officers and council officially welcomed them into the police force.

 

Old Business

The pool is closed and made more money than it did in 2009 but salaries increased because the pool was opened seven more days than last year. Council was given a comparison of revenues between 2009 and 2010. 

 

Chief William Yates reported that the annual boot drive fundraiser that occurred on Saturday August 14, 2010 was successful.  Everything is relatively quiet in the township.

 

Police Chief John Shirk passed out monthly reports for the past month and the police presence in the village is increasing.  Residents are increasingly using the vacation watch program.  The chief welcomed the new officers to the police force. Chief Shirk explained the procedures for enforcement of charitable organization policies and procedures.  The chief also noted that Magic Needle donated the vests and lettering at no cost to the village. Millersport, Baltimore and the ODNR are performing joint training.

 

Street Commissioner Gilbert Arnold and Kim McDonald have done all of the in kind work that is necessary to complete the village’s portion for the Lancaster Street Project.  The project is completed and the only thing left is to line the road.  Fair Avenue was also completed and the rest of the paving will be looked at in the fall.

New Business

 

Resolution 1119 is a resolution authorizing the hiring of Matthew Peddicord on a part-time basis on an as needed basis. A motion to suspend the three reading was made by Councilman Charles Mesko and seconded by Councilman Gary Matheny.  All voted and the motion carried 5-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman James Wright.   All voted and the motion carried 5-0

 

Resolution 1120 is a resolution accepting the rates and amounts set by the Fairfield County Auditor’s office. A motion to suspend the three reading was made by Councilman Gary Matheny and seconded by Councilman Charles Mesko.  All voted and the motion carried 5-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilwoman Donna Thogmartin.   All voted and the motion carried 5-0

 

Resolution 1121 is a resolution declaring surplus items and authorizing its sale. A motion to suspend the three reading was made by Councilman David Levacy and seconded by Councilman Charles Mesko.  All voted and the motion carried 5-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilwoman Donna Thogmartin.   All voted and the motion carried 5-0

 

Ordinance 726 is an ordinance providing additional appropriations for 2010. A motion to suspend the three reading was made by Councilman Gary Matheny and seconded by Councilman Charles Mesko.  All voted yes and the motion carried 5-0. A motion to pass the resolution was made by Councilman Charles Mesko and seconded by Councilman James Wright.   All voted yes and the motion carried 5-0.

 

Ordinance 727 is an ordinance providing procedures and policies for charitable organizations to solicit in town. A motion to suspend the three reading was made by Councilman Charles Mesko and seconded by Councilman Gary Matheny.  All voted yes and the motion carried 5-0. A motion to pass the resolution was made by Councilwoman Donna Thogmartin and seconded by Councilman Charles Mesko.   All voted yes and the motion carried 5-0.

 

Ordinance 728 is an ordinance providing for the annexation of Lancaster Street to the bridge before Lieb’s Island. A motion to suspend the three reading was made by Councilman Gary Matheny and seconded by Councilman James Wright. All voted yes and the motion carried 5-0. A motion to pass the resolution was made by Councilman James Wright and seconded by Councilman Charles Mesko.    All voted yes and the motion carried 5-0.

 

Bills were presented for payment as attached. A motion to pay the bills was made by Councilman James Wright and seconded by Councilman Charles Mesko. All voted yes and the motion carried 5-0.

 

A motion to go into executive session at 8:20 pm to discuss police personnel was made by Councilwoman Donna Thogmartin and seconded by Councilman Gary Matheny.  All voted yes and the motion carried 5-0.

 

A motion to leave executive session at 9:10 pm to was made by Councilman David Levacy and seconded by Councilwoman Donna Thogmartin.  All voted yes and the motion carried 5-0.

 

A motion to adjourn was made by Councilman David Levacy and seconded by Councilwoman Donna Thogmartin.  All voted yes and the motion carried 5-0.
